28 G/A MMDCEs sign performance contract

Twenty-eight out of 29 Metropolitan, Municipal and District Chief Executives (MMDCEs) and coordinating directors in the Greater Accra Region yesterday signed a performance contract with the Regional Coordinating Council (RRC).

The Ledzokuku Municipal Assembly was the assembly unable to sign due to the absence of its Municipal Chief Executive. 

The contract spells out in detail what the MMDCEs and MMDCDs should be doing, focusing on its executing development programmes that would see to the transformation of their respective assemblies.

It formed part of the Local Government Service’s performance contract that focused on some key objectives that should be achieved by the assemblies within this year.

At the signing ceremony in Accra, the Greater Accra Regional Minister, Henry Quartey and the Regional Co-ordinating Director, Mrs Lillian Baeka, signed for the Greater Accra Regional Co-ordinating Council as well as some four assemblies which had the appointments of their chief executives revoked by the President over the weekend.

In his address, the minister said the signing of the document served as a roadmap, to provide a clear direction for their efforts and outlined their objectives, targets, and strategies to improve the lives of the people and ensure sustainable development. 

“This performance contract is not just a document; it is a solemn promise to the people that we will work tirelessly to address their needs and aspirations. 

It is common knowledge that most of the indicators are routine activities like statutory meetings, submission of reports and revenue improvement among others. Consequently, it will be unacceptable for any MMDA to be cited for non-compliance and non-performance,” he added.

The minister indicated that in the 2022 performance contract assessment, the Office of the RCC placed 2nd with about four assemblies in the region ranked among the first 10 best performing MMDAs nationwide. 

This, notwithstanding, he said there was one district in the bottom 10, adding “even though this achievement is commendable, I believe these achievements must reflect in the lives of our people.”

Mr Quartey urged all MMDCEs to show commitment and dedication towards the attainment of key indicators to uplift the image of their various assemblies. 

On the part of the Regional Co-ordinating Council, he entreated the Chief Director to ensure that they meet their set target and also monitor the implementation of the contracts of the various MMDAs in the region. 

“Together we must work to ensure the region is always at the top when the end of year assessment is conducted.,” he stated.

The Dean of the MMDCEs, George Cyril Bray, on behalf of the MMDCEs, pledged their commitment in meeting the targets set in the performance contract.
