Woyome’s Demand Fraudulent

Alfred Agbesi WoyomeA Chief State Attorney, Mrs. Yvonne Atakura Obuobisa, yesterday told the Accra High Court that the government advertised the construction of only four stadia in the CAN 2008 stadia project contrary to the nine stadia purported by Alfred Agbesi Woyome for which the state paid him GH¢51.2 million.

The stadia were Baba Yara in Kumasi, the Tamale Sports Stadium, El-wak and Esipon in Sekondi.

She said Woyome’s request for the payment of 22, 129, 441.74 Euros by the government as professional fees for financial engineering for the stadia construction was fraudulent because he could not justify the demand.

Referring to paragraphs 8 and 10 of Woyome’s petition dated February 18, 2010 to the Attorney- General asking for payment of expenses he (Woyome) incurred in the course of construction, Mrs. Obuobisa said all the claims therein were fraudulent.

Woyome agreed with the above assertion by the State Attorney, but added that his bone of contention with the government was in respect of bid cancellation and not construction of the stadia.

He averred that he never made claim for stadia construction as suggested by the prosecution indicating that he raised about 1.3 billion Euros for the project.

This is an excerpt from what transpired between them in court yesterday.

State Attorney: In your first paragraph, you asked the government to pay you 22,129,441.74 Euros which were your professional fees for the financial engineering for the stadia construction

Accused: That is correct

State Attorney: Which stadia were you referring to?

Accused: My Lord, the regional stadia, plus an Olympic Stadium

State Attorney: Mr. Woyome, you knew very well that the government in 2008 sought for the construction of only four stadia, not nine stadia.

Accused: That is not entirely correct. The government was then dealing with me and my group on supply contract basis for the construction of the stadia. Four stadia were mentioned in the expression of interest, but in the concurrent approval, it was premised on the condition given by the financiers, based on PMP agreement, to include other projects.

State Attorney: Can you list the other projects?

Accused: Yes, my Lord, I cannot remember all, but they included 10 regional stadia, five regional hospitals, an Olympic Stadium to be sited in Accra, a 100- bed national accident and emergency hospital, a modern spa along the Michel Camp and a cobalt tissue and radiation plant.

Woyome who has been standing trial since February 2012 for defrauding the state of GH¢51.2 million, pleaded not guilty to two counts of defrauding by false pretence and causing financial loss to the state.

Woyome, according to the prosecution, put in false claims in 2010, which resulted in the payment of the GH¢51.2 million to him.
