A policy document to ensure all teacher trainees acquire a licence before practising the profession has been finalised at a stakeholders meeting in Accra.


The document put together by the Ministry of Education, National Teaching Council (NTC) with support from the Japan International Cooperation Agency (JICA), require that teacher trainees from both public and private institutions sit for proficiency examination to justify their appointment.


In furtherance, trainees would be enrolled into the National Service Scheme (NSS) for the NTC to examine their performances in the classroom during the one year service period, as part of the licensing process.


At a final Joint Coordinating Committee (JCC) meeting yesterday almost all the colleges of education institutions and the teacher unions gave their final input to the document dubbed “Pre Tertiary Teacher Professional Development and Management Policy “for its adaptation.


Addressing participants Deputy Minister of Education, Dr Yaw Osei Adu-Twum reiterated the need for teachers to undergo a proficiency examination to ensure quality teaching and learning practice in the country’s education system.


This he explained would enable teacher trainees to acquire additional knowledge on how to improve their proficiency in the classroom to maximise learning and achievement for all pre-tertiary students.


He was confident the policy when well implemented and enforced would help increase the standard of education as well as make Ghana’s education system the hub in Africa.


The Director General of the Ghana Education Service (GES), Professor Kwasi Opoku-Amankwa said the policy would feed into the external programme of the country’s quality education.


He said the document would guide the enhancement of teachers’ professional values and attitude, professional knowledge and professional practices.


He added that the policy was a regulatory framework to manage teachers into highly proficiency practitioners and a career structure based on evidence of professional development and growth of teachers.


The Executive Secretary of NTC, Dr Evelyn Owusu Oduro thanked JICA for their support towards the development of the policy.


She said the policy seeks to ensure improvement in learning outcomes for all children in Ghana through competent teachers with the right commitment, attitude and moral values.
