Ms. Mavis Ama Frimpong, Eastern Regional Minister, has called on municipal and district chief executives to provide good leadership to enable the staff of the assembly to deliver on their mandate.
She urged the municipal and district coordinating directors to develop a high performance culture for the staff of the assembly and serve as role models for the staff.
Ms Frimpong was speaking at the signing ceremony of the performance contract between municipal and district chief executives (MDCE’s) and municipal and district coordinating directors (MDCD’s) at Koforidua.
She said the Local Government Service (LGS) was established to support government to deliver value for money service, through the mobilisation, harmonisation and utilisation of qualified human capacity and material resources to promote local and national development.
Ms Frimpong said the Performance Management Services (PMS) is a systematic process for improving performance by developing the individual performance of staff to enhance productivity, competence, increase job satisfaction and to achieve the full potential of all staff.
She said it also aimed at having in place a predictable, effective and efficient system for planning, implementing, monitoring, evaluating and reporting on the performance of local government service employees.
The Regional Minister said the performance contract is a key mechanism to enable employees and the service to agree and be committed to the achievement of set objectives and targets in service delivery within a given time frame.
Ms Frimpong said the essence of signing the performance contract is to ensure that, public institutions such as the municipal and district assemblies deliver on their mandate, improve performance and ensure effective service delivery and enable duty bearers to identify challenges.
She said government, on its part, would ensure the provision of necessary resources to the assemblies for the rapid socio-economic development of the country.
